Valid exceptions are: urgency for like chaos, rituals(vortex), a strong enemy, the need to divert forcesĪnd the dice roll to keep certain infrastuctures of the settlement intact (talking about T4 or T5 capitols with research buildings to maintain a t4 or t5 artillery or plague building saves you a lot of gold - then again you don't need a T5 building for those everywhere in the midgame) (and even then you may want to delay that to keep an army busy - keep the food coming without wrecking your PO and the loyalty of your own lords (aka without the silly self raiding tactic - it backfires anyway once you have multiple lords on the field) There are barely any reasons for you to occupy anything right away until it was pillaged multiple times till it is down to T1.

Public order is silly and easy as skaven: rubbish pits keep untainted up (this equals PO) and when the skaven corruption takes over thanks to more advanced buildings in the province you can get +17 PO just from the PO building in the capitol and the plague monk building while still keeping exploitive up to save on food Your settlements will still produce more than average amounts of income thanks to the upgraded slave wheels (+ income from all buildings in the entire province) Overall you will get a nice profit out of every province while only paying food for provinces with 3-4 regions in it and armies. They are super cheap and will all pay for themselves very fast

If you need walls at a minor settlement - get it up to 3 with surplus (or in urgent situations with food)Īlways have at least the core building set up for some income +80 times 2 and walls or whatever else. You don't need full recruitment facilities everywhere (and even DE don't need that - but that is another topic) Keep minor settlements(aside from your dedicated recruitment regions) with what they need - don't max every building in them out without a good reason. Get a slave wheel up in every capitol + 70% income (counters exploitive and still gives you a massive bonus)
